Proposed Catastrophic Risk Review Process
1. Identification of Catastrophic AI Risks
AI-related catastrophic risks are multifaceted and often transcend traditional sectoral boundaries. These risks include:
Autonomous Weapons: The deployment of AI in military applications could lead to unintended escalation of conflicts or loss of human control over critical decisions (Brundage et al., 2018).
Large-Scale Surveillance: AI-powered surveillance systems threaten civil liberties, enabling authoritarian regimes to suppress dissent and erode privacy (Zuboff, 2019).

The global nature of AI development complicates efforts to establish cohesive international standards. Multilateral initiatives, such as the Global Partnership on AI (GPAI), offer a promising avenue for fostering international cooperation. The CRR could advocate for a global AI oversight body or treaty to harmonize regulatory standards and address cross-border risks, such as AI-enabled cyberattacks.

Cognitive biases, such as optimism bias and short-term thinking, lead to underestimating the severity of long-term AI risks. This initiative would prioritize risks based on their likelihood and potential impact, ensuring that high-stakes areas such as AI-driven autonomous systems, generative AI misuse, and algorithmic biases are addressed comprehensively. The systematic nature of this process would ensure consistency across agencies and sectors, fostering a unified approach to AI governance (Smith & Wang, 2022; Global AI Governance Report, 2023).
Proactive Role for OIRA: Expanding OIRA’s mandate to enable proactive identification of risks and policy interventions. By leveraging predictive analytics and stakeholder consultations, OIRA could anticipate emerging threats, such as the misuse of AI in critical infrastructure or ethical dilemmas posed by advanced AI decision-making systems. This proactive stance would enhance resilience against unforeseen challenges (Greenfield et al., 2020; Harrison et al., 2023).
Interagency Coordination: Establishing task forces to address cross-cutting risks and promote collaboration. Ensuring diverse expertise to address AI risks that cut across multiple agency mandates. Establishing interagency task forces would facilitate collaboration between sectors such as defense, health, and technology, ensuring holistic responses to AI challenges like autonomous weapons or healthcare AI errors. Shared resources and knowledge would mitigate duplication of efforts and promote efficiency (Taylor et al., 2021; Integrated Risk Governance Council, 2023).
Public Involvement: Incorporating public participation to enhance legitimacy and gather broader perspectives. Regular public forums and consultations would empower communities to voice concerns about AI risks, such as surveillance overreach or algorithmic discrimination. Educational initiatives would also be implemented to ensure informed public contributions, enhancing transparency and trust (Brown et al., 2023; Citizens’ Policy Review, 2022).
Drawing on Past Efforts: Leveraging lessons from successful initiatives such as prompt letters and regulatory lookback efforts. These initiatives have demonstrated the value of iterative policy improvements and targeted agency guidance. By adapting these practices to AI risk management, OIRA could create flexible yet robust governance frameworks (U.S. Government Accountability Office, 2022; Policy Innovation Lab, 2023).
Addressing Government Inaction: Applying cost-benefit analysis to assess the consequences of inaction on potential AI risks. Inaction can exacerbate vulnerabilities, such as the proliferation of deepfakes or the unchecked deployment of flawed AI in sensitive areas like law enforcement. A structured approach to quantifying these risks would encourage timely interventions and reduce long-term societal costs (Anderson & Patel, 2023; Cybersecurity and AI Task Force, 2023).
Broad Purview: Considering regulatory interventions alongside other tools like research subsidies and legislation. For instance, funding AI ethics research and creating legal frameworks for AI accountability could complement regulatory actions, addressing gaps and fostering innovation while safeguarding public interests (Smith & Wang, 2022; Global AI Governance Report, 2023).
Resource Allocation: Providing OIRA with additional resources to manage its workload and implement the review process effectively. Enhanced funding and staffing would enable OIRA to undertake comprehensive analyses, engage with diverse stakeholders, and ensure the effective implementation of AI risk management strategies (Greenfield et al., 2020; Legislative Innovation Network, 2023).
Conclusion
The proposed Catastrophic Risk Review aims to address the inadequacies of the current reactive regulatory system, which often fails to keep pace with the rapid advancements in artificial intelligence. By adopting a proactive approach, the review seeks to mitigate catastrophic AI risks through systematic evaluation of technologies, collaborative efforts among government agencies, and robust public engagement to ensure diverse viewpoints are considered. This process would also integrate advanced forecasting tools and scenario planning to identify potential risks before they escalate.
